러 하바롭스크서 야당 주지사 구속 항의 시위…"3만5천명 참가"

"극동서 유례없는 대규모 시위"…살인혐의 푸르갈 주지사 석방 요구

2018년 여당 후보 제치고 주지사 당선…크렘린의 '야권 손보기' 해석도

(모스크바=연합뉴스) 유철종 특파원 = 러시아 극동 하바롭스크주(州) 주도 하바롭스크에서 11일(현지시간) 야당 소속 세르게이 푸르갈 주지사 구속에 항의하는 현지 주민들의 대규모 항의 시위가 벌어졌다.

타스 통신과 지역 언론 등에 따르면 이날 정오부터 하바롭스크 시내 레닌광장과 중심가에서 항의 집회와 가두행진이 3시간 이상 이어졌다.

현지 온라인 뉴스통신 '데베노보스티'는 최대 3만5천명이 시위에 참가했다고 전했다.

이들은 먼저 주정부 청사가 있는 시내 중심 광장인 레닌광장에 모인 뒤 중앙로를 따라 행진했다. 시위대는 '푸르갈', '자유를', '모스크바는 물러가라', '푸틴은 도둑이다' 등의 구호를 외쳤다.

가두행진에 이어 레닌광장으로 돌아온 시위대는 주정부 청사 앞에서 집회를 이어갔다.

연단에 오른 연사들은 모스크바로 압송된 푸르갈 주지사를 하바롭스크로 돌려보내고, 현지에서 공정한 수사를 진행할 것을 요구했다.

하바롭스크주 전역에 신종 코로나바이러스 감염증(코로나19)으로 인한 대중행사 금지령이 내려진 가운데 열린 이날 시위는 당국의 허가 없이 이루어진 것으로 알려졌다.

시위대 주변에서 경계를 펼친 경찰은 그러나 강제해산에 나서지는 않았으며, 시위 참가자들을 연행하지도 않은 것으로 전해졌다.

이날 하바롭스크주 내 다른 대도시 콤소몰스크나아무레에서도 천명 이상이 참가한 시위가 벌어졌고, 그 밖의 도시들에서도 크고 작은 시위가 개최됐다고 현지 언론은 전했다.

시위에 참가한 하바롭스크의 한 관리는 연합뉴스와 통화에서 "인구 60만명의 하바롭스크에서 3만명 이상이 모인 것은 엄청난 규모"라면서 "하바롭스크주는 물론 극동 지역 전체에서 이처럼 대규모 시위가 열린 것은 유례가 없는 일"이라고 설명했다.

그는 "푸르갈 주지사의 범죄 가담 여부는 더 조사해봐야겠지만 중앙정부가 지방 정부 수장인 주지사를 전격적으로 체포해 모스크바로 압송한 방식에 현지 주민들이 크게 분노하고 있다"고 전했다.

중대범죄 수사를 담당하는 연방수사위원회와 정보기관인 연방보안국(FSB)은 지난 9일 아침 출근 중이던 푸르갈 주지사를 하바롭스크의 자택 인근에서 전격 체포해 수천km 떨어진 수도 모스크바로 압송한 뒤 구속 수사를 벌이고 있다.

푸르갈 주지사는 지난 2004년부터 2년간 극동 하바롭스크주와 아무르주에서 자행된 범죄조직의 기업인 살해와 살해 미수 사건 등에 개입됐다는 혐의를 받고 있다고 연방수사위원회는 설명했다.

수사위원회는 당시 사업을 하던 푸르갈이 최소 2건의 살인 사건과 1건의 살인 미수 사건을 주모한 것으로 보고 있다고 밝혔다.

기업인 출신인 푸르갈 주지사는 2018년 9월 지방 선거에서 극우 민족주의 성향의 야당인 '자유민주당' 소속으로 하바롭스크 주지사에 선출됐다.

2차 투표까지 가는 접전 끝에 70%의 득표율로 현역 주지사였던 여당(통합러시아당) 후보를 눌러 파란을 일으켰다.

일각에선 이번 수사가 오는 9월 지방선거를 앞둔 크렘린궁의 '야권 손보기' 차원이란 분석이 나온다.

코로나19로 가중된 경제난, 블라디미르 푸틴 대통령의 5기 집권 시도를 위한 개헌 등으로 불만 여론이 높아지는 가운데, 크렘린궁이 야권의 비판을 잠재우고 선거 승리를 위한 분위기를 다잡기 위한 조치라는 것이다.
